Vilka har påverkat ACTA-avtalet?
Vilka intressen är det egentligen som har fått agera remissinstanser under ACTA-förhandlingarna? Kritiken mot avtalet har hittills handlat mycket om att det finns en enorm obalans mellan stärkt IP-lagstiftning och medborgerliga rättigheter. Att så är fallet tycks plötsligt mycket mer förståeligt när vi ser vilka intressen det är som har agerat remissinstanstanser och således påverkat formuleringarna i avtalet.
Här nedan följer den totala sammanställningen av deltagarna på de två ”stakeholder” meetings som anordnats i samband med ACTA-förhandlingarna. Sammanfattningen ligger överst. Ursäkta svengelskan på sina ställen, en hel översättning av materialet till svenska är på gång.
Tabell över ”vilka intressen” som deltagit vid så kallade ”stakelholdersmeetings” och/eller blivit inbjudna av Europa-Kommissionen till dessa och således betraktade som intressenter.
Förklaring av kategorierna;
Transnationella företag = Företag som är nationellt obundna och har verksamhet i flera olika länder
Industrilobby = Parter som representerar industrin, som t.ex. immaterialrättsorganisationer, organisationer som står bakom vissa industriella intressegrupper som tillverkare, skivbolag, etc..
Kontraktslobby = Främst advokatfirmor (law firms), som hyrs in för att företräda vissa industriella intressen.
Nationell lobby = Nationellt baserade representationer. Består mestadels av medlemsländers handelskammare, nationella industrisektorer, USA´s representation, osv.
NGO´s = Icke-statliga organisationer (Non governmental organizations) som arbetar för medborgerliga rättigheter, hållbar utveckling, etc.
Övriga = Organisationer som inte faller in under någon av de ovan nämnda kategorierna, som t.ex. universitet, journalister, etc.
Oklar/okänd = Organisationer/aktörer som företräder okända/ej kartlagda intressenter
